About the Congress name

Previous congresses were titled “Asia-Pacific Community-Based Rehabilitation (CBR) Congress”. CBR has evolved into a development approach, as stated in the WHO-UNESCO-ILO-IDDC CBR Guidelines, aimed at achieving inclusion of persons with disabilities within their communities. Given the understanding of rehabilitation as a health strategy for the whole population, the term CBID represents a more relevant term for a disability-inclusive development approach that focuses on strengthening health, education, livelihood, social and empowerment systems, from local to national levels. This approach is crucial for realization of the United Nations Convention on the Rights of Persons with Disabilities at the community level, and ‘making the rights real’ as promoted in the Incheon Strategy. The organizers, recognizing the evolution of CBR, and conscious of the importance of promoting disability-inclusive development in this era of the Sustainable Development Goals agreed to change the name of the congress to be “4th Asia-Pacific Community-Based Inclusive Development (CBID) Congress”.

CBR World Congress The first CBR congress was held in Agra, India in 2012.
The second CBR Congress was held in Kuala Lumpur, Malaysia in 2016.
Asia- Pacific CBR Congress The first AP CBR Congress was held in Bangkok, Thailand in 2009.
The second AP CBR Congress was held in Manila, Philippines in 2011.
The third AP CBR Congress was held in Tokyo, Japan in 2015.
CBR AP Network The Community-Based Rehabilitation (CBR) Asia-Pacific (AP) Network, composed of more than 35 country members from Asia Pacific, was established in 2009. The Network is supported by APCD, which acts as its Secretariat. The Network, which has Executive Committee (EC) members and Regional Country (RC) representatives, strongly played a main role in facilitating, assisting and mobilizing resources in the 2nd and 3rd CBR Congress, and will be co-organizer of 4th CBID Congress in Ulaanbaatar, Mongolia.

Mongolia

Mongolia is truly one of the world's last undiscovered travel destinations and the safest country to visit. GENERAL VISA INFORMATION

Foreign nationals who wish to visit Mongolia must obtain visas of appropriate types corresponding to the purpose of their visit. Nationals of those countries which have concluded visa exemption agreements with Mongolia are not required to obtain a visa if the intended period of the visit is not beyond the period allowed under such arrangements. For more information, please see “LIST OF VISA FREE COUNTRIES”.

 

Attention: For participants who need visa to Mongolia:

We recommend you to upload passport data page and date/time of your arrival and departure into the following link http://www.apcbid2019.mn/519f8bfa6ff78d43d9889db5a4af37f8.html

We will use your information to grant you the pre-visa from the Ministry of Foreign Affairs of Mongolia. If you have uploaded the required information, the pre-visa will be sent to you by late May (since the expiration period of pre-visa is 90 days).

Participants from countries with the embassy should bring the pre-visa to the Embassy when applying for visa.

Participants from countries without the embassy (who are getting visa on arrival) should show your printed out version of pre-visa to the immigration in order to board on plane.

 

I. APPLY FOR A VISA AT AN EMBASSY

In order to apply for a visa, you must submit your visa application at a Mongolian diplomatic mission (Embassy/Consulate). Location and contact information of the diplomatic missions can be found on the following link: / Mongolian diplomatic missions abroad /

REQUIREMENT and PROCEDURE
  • 1. Passport valid for 6 months beginning first day of travel
  • 2. Visa Application form Click here to download the Visa Application Form
  • 3. One passport-size photo- 3.5x4.5cm
  • 4. Official request by the sending authority or Ministry of Foreign Affairs/Foreign diplomatic missions
  • 5. Visa fee: The visa fee depends on Embassy and type of visa you have required.

 

II. VISITORS WHO TRAVEL FROM THE COUNTRIES WITH NO MONGOLIAN EMBASSY OR CONSULATE OFFICE CAN OBTAIN VISA BY 2 WAYS:

 

Option 1: Apply visa at closest country.
Option 2: Visitors can obtain Visa on Arrival.

 

REQUIREMENT and PROCEDURE
  • 1. Passport valid for 6 months beginning first day of travel
  • 2. Upload scanned copy of your passport biodata page (File format allowed: jpg, pdf)
  • 3. Upload confirmed e-ticket (File format allowed: pdf)
  • 4. Date of arrival
  • 5. Flight number and time

• After receiving the above information, we will process the visa jointly with authorized organization of Mongolia. Upon receiving the pre-approved visa letter from authorized organization of Mongolia, we will send it to you right away through e-mail. Please print it out and show it when needed.

• Upon arrival at Mongolian airport, expect a simple form to fill in. Kindly prepare 2 pictures, approximately 108,000MNT + 3 USD (approximately in overall 50 USD for stamp fees per person; Please remind it can be changed due to exchange rate).

• To avoid longer processing times, participants must complete the printed out application form prior to their arrival in Mongolia. Visa fee shall be paid on arrival.

Important Notes:

• The Visa On Arrival to Mongolia only works when you arrive by plane to the Chinggis Khaan (Buyant Ukhaa) International Airport in Ulaanbaatar, Mongolia.

• If you enter and exit Mongolia for more than one times, you must process a multi entry visa: For example, you visit Mongolia then you travel to China and back to Mongolia for few days, you must have a multi entry visa beforehand.
